Punjab Higher Education Commission (PHEC) organized online training (via Microsoft Team) on Online Training on ‘‘Financial Planning, Audit & Accounts Management’’ for TREASURERS of Universities from Wednesday , May 19 , 2021, to Friday, May 21, 2021. The major topics in which training was imparted included Panel Discussion with VCs – Administrative Support, Acts, Statutes, Laws and Regulations for Universities/DAIs, Authorities and their powers and functions, Power to make rules and rules framed under act, Taxation and Asset Management, Public Financial Management, Duties of the DDO, Delegation of powers, Approval and sanctions, Procurement cycle, Bidding process, Timelines of procurement, Common errors of procurement, Contract for procurement, Project procurement, contract management and ethics in project management, estimation, Administrative approval, and technical sanction, Project Life Cycle Management, Maintenance of accounts and rendition/reporting of accounts, Double entry system, Resource Management, Accountability cycle, Purpose and function of audit, Audit reports, Audit paras, Accounts committees and their functions.
