This program has been initiated with the overarching goal of providing our local students invaluable exposure opportunities, with a focus on enhancing the quality of their research through meaningful interactions with university faculties in their respective fields of study. Strategically designed, the program aims to achieve the following objectives:

1. Enhance local scholars’ research caliber through exposure to international best practices in the universities of the Punjab.
2. Foster advanced research skills and expertise among local PhD students.
3. Encourage academic excellence with exposure to cutting-edge research and recent & advanced trends in Industry.
4. Broaden horizons by exposing scholars to diverse international perspectives and approaches.
5. Facilitate knowledge exchange and expand research networks on the slogan of, “think globally, act locally”.

• Hold domicile from any district of the Punjab.
• Hold an MS/ M.Phil. degree from foreign/local university with no 3rd division or
  grade D in entire academic career.
• Candidate applying for PhD scholarships must have minimum CGPA 3.0 (out
  of 4.0 in the semester system), CGPA 3.75 (out of 5) or first division (in the
  annual system) in MS/MPhil/Equivalent degree.
• Have NOC and approved study leave from parent department, if employed.
• Be Maximum 40 years of age (45 year age limit for female) on the closing
  date.
• Scholarship is meant only for three years, and during the continuance of PhD
  the awardee shall not do/ join any other job.
• The awardee shall seek admission in any public/private sector university of
  the Punjab within 9-months after award of scholarship letter.

Applicants not Eligible:

• The candidates who are already availing any other, HEC/Government Scholarship for PhD are not eligible to apply.
• The candidates who are already doing PhD.

Eligible students may apply using the PHEC online application form. Complete set of documents must include:

1. A Cover Letter
2. Submit a fully filled printed copy of the online application form. Ensure that the application form is complete in all respects. To apply online, (Click Here).
3. NOC and Study Leave from department/organization (if employed)
4. Photocopy of CNIC
5. Candidate CV/Resume
6. Photocopy of domicile
7. Photocopies of academic documents including:
   1. Matriculation transcript and Degree
   2. Intermediate transcript and Degree
   3. BA/BSc transcript and Degree
   4. BS/ Master transcript and Degree
   5. M.Phil. transcript and Degree
8.  PhD research proposal.  

Application complete in all respects be submitted to PHEC. It should be properly bound (ring/spiral/other). All annexures to the application set are to be properly labelled (tagged).
Apply online at PHEC website till January 28, 2024 and hard copy of application complete in all respects must reach at the address given below on or before January 31, 2024 till 05:00 PM through registered post only. Application submitted by hand will not be accepted. Application form, SOPs of the program and related details are available at PHEC website: www.punjabhec.gov.pk.

Following are the terms & conditions of the award of scholarship and the acceptance of the award is an acknowledgement of these obligations:

1. Financial support letter from Industry stating a financial support of Rs. 10, 000/- per month for at least three years for Science category.
2. Scholarship is meant for full-time PhD and during the continuance of PhD the awardee shall not do/ join any other job
3. The awardee shall seek admission in any public/ private sector university of the Punjab by his/her own within 9-months after award of scholarship letter
4. The selected candidate will be required to enter into a bond with PHEC for completion their PhD studies at their parent University.
5. The selected candidate shall avail the scholarship from the date of issue of award letter or before any such date specified by PHEC; otherwise the award will be cancelled automatically without intimation.
6. The Punjab Higher Education Commission would monitor the progress of the candidate.
7. Any cost beyond the defined limit shall be paid by the scholar him/herself.
8. The person availing the scholarship would be required to sign a legal
   documents including surety bond co-signed by a guarantor requiring him/her
   to serve in the university/institution/organization in Pakistan for a period of five
   (05) years.
9. Every document i.e. Deed of Agreement and/or other documents must be
   properly notarized i.e. the document must be registered by the Notary public
   maintained by him as notary register and the signature  of the executant must
   be obtained on the register and the no. of the registration must be mentioned
   along with the notary public stamp. Agreement/undertaking format will be
   provided to the candidate upon the selection.
10. Bi-annual reports will be required through supervisor/Director Advance
    Studies countersigned by Registrar. The awardee will be responsible to submit
    the progress reports regularly. Next installment of stipend will be given by the
    university/institute upon the satisfactory performance report.
11. PHEC reserves the right to postpone or cancel the scholarship at any stage
    without assigning any reason.

PHEC will provide funds for 36 months as per follows:

• Rs. 50,000/- per month (all inclusive) for the Social Sciences, Arts & Humanities, Business & Management Sciences etc. and; 
• Rs. 100,000/- per month (all inclusive) for the Sciences & Technology 

• Indigenous PhD Scholarship program
